The public demand board: most-upvoted suggestions first (VCAT-42).

Public by design — visible demand is the point — and PII-free by construction: each row carries the requester’s self-chosen display handle and nothing else. Rejected suggestions are excluded. Signed-in callers also get has_voted so the UI can render their own state without a second call.
